The monthly public Downtown Neighborhoods Association meeting is a place where the public and DNA board meet to discuss opportunities, issues, and events.

1. Meeting Minutes from November: Approved with spelling correction.

2. Approve Treasurer's report The treasurer's report was unanimously approved. Bought some items for the CommUnity Trees. We have an EIN #, waiting for official 501C-3 status. In our bank account: $12,432. 3. Lew Wallace update Melanie, Lew Wallace Community Liaison, reported... Career Week Feb; Fine Arts Week, March Melanie said there may be an artists' studio tour in the future.

4. CommUnity Trees Project update Board members Bev Salas and Nancy Magnusson spent two days at Lew Wallace Elementary School working with 3rd and 4th grade students. The first day students were engaged in a conversation about "community" and elicited words they associated with community. The second day the children painted their community word on a piece of tree bark, then the pieces of bark were hung on the tree outside the entrance to the school.

5. Mayor's office update Mayor Tim Keller's Field Rep, Markela Clinton, gave us handouts on Crime and Safety. Mayor Keller said Markela is our contact on all issues. The Mayor spoke about the upcoming City Council vote on the downtown being designated a TIF (Tax Increment Financing) area. The Mayor stated, "If you care about what happens downtown, you should support this bill." The mayor also said:

A. The vote would come in the Spring to support the downtown as a BID (business improvement district). BIDs are more operational in implementation. They finance clean-up, tree beautification, storefront facade beautification, restaurants on sidewalks, etc.

B. A downtown dog park was going into the empty lot across from the Silver St. grocery. This park will be viable for two years, after which a housing project will begin construction.

C. Lomas is slated for speed cameras.

D. The Rails to Trails is a 12 phase project. Currently, we are in Phase1.

E. Neighbor Ben Bean asked the mayor how we could support these efforts. Write a letter to DOT.

F. Housing of the homeless has risen to 1,000 capacity; next year capacity will be at 2,000.

G. Homicides are down due to a 95% clearance rate on finding the perpetrators.

H. Shoplifting and broken windows are up.

6. Review Meeting with 16th Street neighbors After meeting with our neighbors who live on and around 16th street regarding the Pearl Project and presenting to the full group the options Jay Rembe was willing to consider for construction, the neighbors unanimously agreed that NO entrance or exit on 16th St. should be allowed. It is unclear how they will proceed forward.

7. Club Runner update Freebee until January 10th. Board will meet Sunday, Dec. 15th, 2-5 for a Club Runner workshop. Continue Discussion on DNA Projects Recruitment committee's (RC) goal is to bring more people to the table = meetings, to get more people involved in our community. Recruitment events, strategies, laundry list of ideas will be presented to the Board. RC will present timeline at next meeting. Ben Bean wondered about blocking off traffic around Mary Fox Park Nancy said it was a very difficult process.

Gino Lucian Park Supervisor, Sylvia, Gino visiting MFP tomorrow and will take suggestions to the forestry project.

1. Review and approve October meeting minutes.

The minutes were unanimously approved.

2. Review and approve Treasurers report.

The treasurer's report was unanimously approved. We currently have $11,727.00 in our account.  DNA unanimously approved $275 to purchase Non-profit, 501C3 status.

3. Club Runner discussion

Club Runner wants to give us a 30 minute zoom introduction to their software. They have offered the date of Wed., Nov. 20th at 6 pm.

Nancy has volunteered to host at her house. Nancy suggested we designate a webmaster, and Eric agreed to serve in that role.

All board members indicated we should proceed with Club Runner.

Early Dec: all board meet for final design, Eric will input as we make suggestions. Go live in early January depending on Tidyhq payments.

We will carry forward from Tidyhq: 2 years of meetings, 2 years of agendas, Newsletter.

About DNA section needs to be updated, rewritten before moving to Club Runner. Filming donations? Extend ‘what we’ve accomplished thru 2024.  Sylvia will rewrite.

4. "The George" at the Pearl Addition appeal review.

Several Board and community members attended a presentation by Jay Rembe, the developer of The George. Rembe offered a new plan that he hoped would be satisfying to the residents on 16th Street, those who are most directly affected by the traffic this site will produce.

After our meeting, Rembe once again invited all the above to a second meeting to review two new site plan options of the design. He is now giving the community two choices for the design of the building, one with primary vehicular access off Central.

Decision

We will meet as a neighborhood, on Tuesday evening, November 19th, to share the new designs with all who show up, and come to a decision. J. Rembe has said that he wants a decision by Thursday, November 21.

5. Lew Wallace Presentation.

We met the new principal, Melanie Telles, of Lew Wallace Elementary. She spoke of her vision for the school including Creative Campuses and Elevated Arts programs. She also spoke of the need to increase enrollment. More student mean more money allocations which can help immensely with enrichment programs. In order to save money, they are hoping to have an energy usage analysis completed to pinpoint where they are wasting energy and to identify where they can conserve energy.

She is looking forward to further partnering with the DNA.

6. Wells Park/DNA incident

Political signs had been up for years. Code regarding political signs state that they should not be up more than two months prior to an election and must come down within two weeks after an election. These signs were also over-sized according to code. We were in touch with a representative from Wells Park NA and told them we have their back. We should join in collaboration in the future on such issues to ensure a speedy response,

Decision: No further action needed for now.

 

7. DNA projects

1. Nancy and Beverly spoke briefly about their CommUnity Tree committee working with Lew

Wallace's 3rd grade students on Monday and Tuesday November 25, 26 respectively.

 

2. Kristin Shiplet gave a presentation on recruitment of new members. I've included the text

below so that it will be part of the public record. Board members Glen Salas, Eric Carson, and

Bev Salas agreed to serve on that committee.

Why is recruitment so important?

~ Enhanced Community: More members mean a closer, more connected neighborhood.

~ Greater Advocacy Power: A bigger group has a louder voice to push for things like

safety, neighborhood resources, and City attention on things that matter.

~ More Resources: Higher participation can attract different ideas for funding and

support for local projects.

~ Better Safety & Preparedness: An organized community is better equipped to handle

emergencies and to look out for our fellow neighbors.

~ Local Decision-Making: Active and diverse membership gives the association and

residents associations more say in decisions that affect daily life.

~ Promotes Inclusion: We want to build a neighborhood in which everyone feels like they

belong and are supported!

Ideas for Membership Recruitment:

~ Hold events specific to recruitment:

~ Bikes and Beers

~ Slice of pizza and DNA info session

Think of other venues for our meeting:

~ for a shared meal/potluck dinner

~ Space to provide childcare (and advertising babysitting jobs to neighborhood teens for $30/hour,

~ DNA could also host and pay for them to receive their babysitting certificate

with the American Red Cross $45/student)

Focused effort on recruiting our neighbors who rent:

~ DNA becomes an advocate for a rent control initiative in ABQ

~ Flyers about the DNA board meetings posted around apartment buildings ensuring renters are welcome to join.

~ Welcome packet with DNA information and the historical DNA book.

Funding opportunities for our neighbors:

~ Have a small fund that can provide assistance for security deposits or rent when neighbors are in need.

~ Annually, the DNA could provide 3 grants up to $3,000 a year with a small application process

~ Create a small “home improvement” fund for assistance with a new roof, replacing windows, a fence, etc.

~ Annually, the DNA could provide 2-3 grants up to $2,000 for home repairs for homeowners in need of assistance.

3. Vice-Chair, Sylvia Holguin, talked about the need to create a Projects Committee to visit

all of the project suggestions from Board members to identify which ones have traction with

enough members to serve on those committees.

on that. Our current balance is $13,706

City Council meets the same day as our monthly meetings, first Monday of the month, so
DNA members could not attend City Council meetings and City Councilors could not attend
DNA meetings.

5. Donation To Fusion and Forrester/Halloween Candy
Earlier this year we donated $500 to Fusion. Recently we donated $1000 to Lew Wallace and
now approved $850 for Forester Halloween.

6. Update on Land Use Hearing OCT 15th for the Pearl Addition
We have appealed the project. 9AM for hearing at City Hall We do not oppose the
construction, but the DNA Board would like to see the traffic impact to the neighborhood
addressed.

7. Tidy HQ/Club Runner Discussion
Nancy presentation on a new website. Eric did initial search for various websites. Things
Nancy and Karen looked for: to improve the appearance; expand content; be less
cumbersome; cost less $$$ than for tidyhq; group email issue; be able to control and
understand our website. We have a one month trial test it for ticket function, minutes,
Clubrunner $526 for first yr. $426 thereafter. Price for domain name? We want to have tried

8. Review Pearl project appeal
Danny appealed on behalf of the neighborhood. Today was the last day for anyone to file an
appeal. Next meeting date to come.
Danny addressed traffic, how it impacted the neighborhood, more for the well-being. Danny
will send the appeal/application to Dennis. The appeal is in motion. Danny will notify us
regarding date.

9. Review Quick Trip decision
Heavy vehicle fueling and tobacco sales were declined. Danny is thinking about reaching out
to surrounding neighborhoods to inform other groups and voices.

had the Home Tour business to take care of and we were VERY busy.

3. Review and approve Treasures report

Glen presented the treasurer's report. Cost of Home Tour $4,900. We sold 901 tickets. We

made $14,700 from tour. We now have in our account $17,103. We made $316 in book sales.

4. Meeting minutes process discussion

In taking notes, Trudi requested the Chair repeat the names of the people who move and

second for reporting purposes, so the secretary can be sure to get the names down. We will

check with the City and the By-Laws to see what procedure is the most correct when creating

our minutes.

Sylvia suggests the minutes draft going to everyone in advance.

5. Amplified sound issues

Jessica Carr presented on amplified sound issues. Neighbor of hers had regular parties and

amplified sound since Fall of 2022. Voiced concerns were ignored. Distance of 100-200 feet

requested for amplified sound. The people have since moved away, but Jessica wants to

develop protocol with the City.

Who and how do we contact the City? Getting clarity on the policy is a good place to start.

6. Mosaic art project finance discussion

Melanie Lewis talked about the mural/mosaic at Lew Wallace School and the person who

headed the project. This person spent more than $1,000 over her budget. Asking for some

7. Lew Wallace Update

Lew Wallace getting a new principal. The school itself was excited to be on the tour. Doreen

8. Home Tour review

It was a HUGE success. Danny, Glen, Nancy and Beverly met to brainstorm the Dos and

Don'ts regarding future Home Tours. Bev typed up all the information. Board members

9. National Neighborhood Night Out

National Night Out: Vice Chair Sylvia H chaired the discussion. Danny submitted request to

City of ABQ for amplified sound. 5-8.We are registered with the use of Mary Fox Park. APD

and City Council have been invited. Fire Department yet to be invited. Games to be

contributed by Salas, Kristin, Eric (2 Jengas). Touch base with Corine for more games.

David neighbor will provide electricity for sound. Nancy will talk to David

2. Approve Treasurer Report Glenn gave treasury report: $1300 (I'll get the exact amount next time) in bank with income last month of $200 plus and over $300 for February. Kay moved to approve treasury report. Seconded by Bev. All in favor. Motion carried

4. Old Business- Pearl Project Kay reported the Pearl Project is Jay Rembe multi-housing on Central just west of Laguna. Many DNA members and several neighbors within our area were in attendance. The main complaint is the traffic and parking disruption in the quiet neighborhood on 16th with the cul-de-sac. Rembe is currently proposing the end of 16th street as the only entrance and exit to the entire complex. Several houses have on street parking only. There is only room for single traffic to pass between the normal cars that park on both sides of the street. Carol lives on the cul-de-sac and says it's only half a block long and narrower than other streets like 12th or Fruit. Martin is a developer and lives on Central next to where Rembe wants to build. He gave a report with photos of how 2 cars cannot pass side by side on 16th. He also had a bio of the Saizes who have owned their house since 40's or 50s when he began working at the rail yards. A major impact for them, and other residences, is the potential elimination of street parking because fire and safety says they would eliminate the street parking on one side of the street as two cars cannot pass on the street. Martin has photos showing there is no room for two cars to come and go at the same time. Another concern is the zero setbacks on two sides that will greatly affect the properties bordering the proposed building(s) and the potential fire hazard. One of those properties is owned by Martin. From the reports given by Kay and Martin we learned that the plans have not been approved by the planning and zoning commission yet. We also learned that the Huning Castle NA was able to get Rembe to change his ingress and egress to Central for The Franz 3 story apartments project instead of his original plan through a lot he purchased so along Laguna. Although the DNA has no legal influence, we do have a political influence. Not one person at the meeting expressed concern over the building itself. I believe we heard from some neighbors that 3 stories is preferred over the 4 stories proposed, but the voices seem to be in favor of the project. It truly is the concern of increases in traffic and people through the old, established peaceful neighborhood and side street that has residences upset. Martin expressed the ask of our help in communicating to DNA members when the planning or council meetings were taking place, communicating the progress of the development to our members, and also drafting supportive letters in solidarity of the concerns as discussed. 8. Old Business- Clean Up Day review I'm not sure if I missed something or we didn't really talk about this

9. New Business- Home Tour/create agenda. June 2024. This is how we get money to fund the 8th and Forrester halloween and other projects we fund. Fee was $18 in advance and $20 at day of event. This price included transportation so we could probably do 10 to 15 for a walking tour. Bev has 5 names for the volunteer of the garden tours. Glenn thought we had names of those who volunteered for 2020 that was cancelled due to COVID. Bev and Glenn will follow up to see if those people would be interested in volunteering for 2024 Categories for volunteers needed : home selection of docents, transportation, advertising, parking, we can print out tickets thru TidyHQ, We are in favor of combining the garden and home tour.

New Business- MRA Update An idea was brought up to send letters to the scientology folks who own the Gizmo building to promote selling building to the city - Kay will find a email or physical address so we can promote folks to write letters to please sell so we can revitalize our downtown.
